Be it hereby enacted by the General Assembly of the United Nations
Justification Clause: South Africa remains a divided society. In 1994 Nelson Mandela can be seen on You-tube singing "Kill the Boer", "Kill the Whites", while he was president. More than 3000 farmers and their families have been slaughtered and tortured by black criminals since 1994 in racially motivated attacks. In the cities whites live in self imposed prisons in an effort to protect themselves from the savages who attack, murder, and brutalize their families. Nearly 2 million South Africans have fled the country since 1994, citing crime and the racist rule of the communist axis of evil as their reasons. The criminal justice system has not cooperated between the offices of government to prevent crime and security cluster. The police force has a history of brutality and they need to move towards demilitarizing, (place under civil instead of military control. There is a history of violence and no respect for the police. Demilitarizing the police service, strengthening the government justice, and providing community safe centers will aid in the protection of our future.
Section I: This proposal will demilitarise the police service and strengthen the government justice system.The police is not respected therefore, contributing to violence. Civil society organization and civic participation are needed to establish safe communities. Then United Nations Department of Peacekeeping Operations (UNPKO) will help the local police and government justice system tackle the fundamental cause of criminality.
Section II: This proposal will also utilize the established offices of the United Nations Department of Peacekeeping Operations (UNDPO) to help establish community safe centers; a safe place to settle.
Section III: The funding will be provided by the South African government and supported by the UNDPO.
Section IV: This proposal will go into effect upon passage.
