An act to enforce all drivers with pets in the vehicle to have a restraint.
Be it enacted by the Youth Assembly of the Commonwealth of Kentucky
Section 1: About 27% of car accidents are related to pets getting in the way of the driver, either blocking their view or getting in the way of the wheel. This bill will help reduce the amount of casualties and or injuries due to pets unrestrained in a vehicle.
Section 2: Pet restraints come in the form of an animal harness, which are secured around the pets body and not the neck. The restraint is designed to secure the pet while the vehicle is in motion. These restraints will be available to purchase at animal shelters or law enforcement offices.
Section 3: 1st offence : $50 ; 2nd offence : $150 ; 3rd offence : $300 ; 4th offence : suspension of driving privileges until proof of restraint purchase.
Section 4: The Kentucky State Police, KYTC (Kentucky Transportation Cabinet), local police departments, and resource officers.
Section 5: No additional cost to the state, but individual pet owners would have to purchase a $10-$15 restraint.
Section 6: The bill will take effect 6 months after the bill has passed. This will allow time for pet owners to purchase the restraints.
